Council's General Manager and Directors

General Manager - David Farmer
David was born and educated in Wollongong. An accountant by profession, he has previously held the roles of Chief Executive Officer of Cairns City Council and General Manager of Mudgee Shire Council.
 
David is responsible for overall advice to the Administrators and ensuring the effective day to day functioning of the Council.

Director Planning and Environment – Andrew Carfield
Andrew joined Council as a Cadet, and brings to the new role a range of internal and external experiences in Strategic Planning and Development Assessment and Compliance, including experience as a consultant planner in New York, USA.

As Director of Planning and Environment, Andrew is responsible for:

• environment strategy and planning
• regulation and enforcement
• city planning

Director Corporate and Community Services - Illana Halliday
Illana has an extensive history in executive roles at a number of Councils and government departments. In her last position, Illana held an executive role as Group Manager Outcomes and Development at Parramatta City Council for six years.

As Director Corporate and Community Services, Illana is responsible for:

• human resources
• finance
• community cultural and library services
• governance and information
• organisational strategy and improvement

Director Infrastructure and Works - Peter Kofod
Peter Kofod joined Council as a Civil Engineering Cadet and has previously held the positions of Manager of Design, Group Manager Sustainability and Executive Manager Governance and Planning with Council.

As Council’s Director of Infrastructure and Works, Peter is responsible for:

• city works
• infrastructure
• property and recreation
