2014

6 June 2014: Wollongong LEP (West Dapto) 2010 repealed by Wollongong LEP 2009 (Amendment 15) and provisions incorporated into the Wollongong LEP 2009. This change had the benefit of reducing the number of planning instruments and ensuring consistent planning controls in the LGA.

2013

11 February 2013: Council adopted a draft Planning Proposal to incorporate the West Dapto LEP controls into the Wollongong LEP 2009, which applies to the rest of the City. The draft Planning Proposal was exhibited from 29 September to 29 November 2012. The draft Planning Proposal is currently with the Department of Planning and Infrastructure awaiting approval.

21 June 2013: Amendment 2 to the Wollongong LEP (West Dapto) 2010 was notified by the State. The amendment, relocated the proposed Wongawilli Village Centre, deleted the proposed Paynes Road Village Centre, and adjusted the minimum lot size for lots in Smiths Lane.

27 May 2013: Council adopted the Sheaffes Road North Neighbourhood Plan as an amendment to Chapter D16 - West Dapto Release Area, of the Wollongong Development Control Plan (DCP) 2009. Council also resolved to prepare a draft Planning Proposal to make minor zoning and heritage map adjustments.

2012

13 July 2012: Amendment 1 to the Wollongong LEP (West Dapto) 2010 was notified by the State. The amendment corrected a number of minor anomalies in the LEP, identified road widening and land acquisition.

6 July 2012: Amendment 12 to the Wollongong LEP 2009 was notified by the State. The amendment rezoned part of the former Huntley Mine site on Avondale Road to R2 Low density Residential, E4 Environmental Living, E2 Environmental Conservation and RE2 Private Recreation (golf course).

2010

5 May 2010: The Wollongong Local Environmental Plan (LEP) (West Dapto) 2010 was approved and rezoned stages 1 and 2 of the West Dapto Release Area to permit urban development.

23 December 2010: The Chapter D16 - West Dapto Release Area, of the Wollongong Development Control Plan (DCP) 2009 and the West Dapto Section 94 Contribution Plan were adopted by Council and then came into force.

2008

May 2008: Council commissioned the NSW Growth Centres Commission (GCC) to review key aspects on the West Dapto Release Area proposals, including flooding, riparian corridors, staging, infrastructure (provision, timing and cost). Copies of all submissions were forwarded to the GCC.

16 December 2008: Council meeting considered a report on submissions received during the exhibition, the independent report of the public hearing on the reclassification of Council land and the report from the NSW Growth Centres Commission. In summary, Council resolved to:

  • Progress the draft LEP for stages 1 & 2 (Kembla Grange, Darkes Road Town Centre, Wongawilli and West Horsley), Dapto Town Centre and Horsley to gazettal.
  • Prepare a revised draft Development Control Plan and Section 94 plan for this area.
    defer the draft LEP for stages 3 & 4 (Avondale, Cleveland), Yallah-Marshall Mount and East Horsley. A revised draft LEP for these areas will be prepared, translating the existing zones to equivalent zones under the Governments Standard LEP Instrument. Urban development in these area is not expected for some time.
  • Complete the Duck Creek Flood Study, vegetation management strategy for the Yallah-Marshall Mount area and prepare a revised master plan and draft LEP.
  • Encourage the growth of the Dapto Town Centre as the main commercial centre for the area.
  • Redesign the Darkes Road Town centre to reduce its size.
  • Review the flood management strategy to not encourage the filling of the floodplain, except where mitigation measures can be accommodated on the same property.
  • Not proceed with the reclassification of Reed Park and Dimond Bros Reserve.
  • Not proceed with the West Dapto Transport Link (Fowlers Road extension) at this time.
  • Upgrade Bong Bong Road in the short term, and West Dapto Road / Northcliffe Drive connection in the medium term, to improve access.

2007

August 2007: The NSW Department of Planning granted approval for Council to exhibit the draft documents.

26 September 2007 to 30 May 2008: The draft West Dapto documents were exhibited and submissions closed on 30 June 2008. The exhibition included:

3 July 2006: Council endorsed a revised West Dapto draft Local Environmental Plan, prepared to be consistent with the NSW Standard LEP Instrument.
