The Planning Proposal Life Cycle
To start the Planning Proposal process, an application must be lodged with Council. It will then go through a number of stages as shown below.
In some cases, a proposal may need multiple reviews and consultation periods, or be considered by Council on several occasions if changes are made during the process.
- Lodge Planning Proposal with Council
- Review by Council and ongoing community and stakeholder engagement
- Council decision on merit of the planning proposal and seeking Gateway Determination
- Gateway Determination by NSW Department of Planning and Environment
- Additional Studies and Stakeholder Consultation (undertaken by Proponent)
- Public Exhibition Period
- Review submissions and Assessment Report prepared for Council
- Assessment and Determination by Council
- Local Environmental Plan amended if supported by Council.
You can read more about the role of the State Government in this process on the Department of Planning and Environment's website and in Council's Planning Proposal Policy PDF, 155.73 KB.
